If your driveway has sunk along the wheel tracks, or individual pavers rock underfoot, the pavers are almost never the problem. The Concrete Manufacturers Association — the South African precast concrete industry body — puts it plainly in its design guidance: “Most failures of pavements are due to ingress of water into the pavement layerwork” [1]. Something under the surface moved, and the pavers simply followed it down.
That distinction matters because it decides what the fix costs. If the layers underneath are sound, your existing pavers can be lifted, the bed corrected and the same pavers relaid. If the base itself has failed, relaying the top will buy you a season or two and then repeat. This guide covers what actually causes the sinking, how to tell the two situations apart before anyone quotes you, and what genuinely drives the price.

The mistake that causes most sinking
There is one specific shortcut the CMA calls out by name, and it is worth understanding because it is invisible on handover day. Bedding sand is meant to be a thin, consistent layer that the pavers seat into — 25mm thick after compaction, with a tolerance of plus or minus 10mm [2]. It is not a levelling material.
When an installer finds a dip or a soft spot in the base and fills it with extra bedding sand to get a flat surface, the driveway looks perfect. Then it settles. The CMA's design guide is explicit: the bedding layer “should not be used as a levelling course to fill voids in the subbase surface. This will lead to subsequent settlement” [1]. Its installation guidance is blunter still — depressions must be filled with proper subbase material compacted to 98% of modified AASHTO density, and “bedding sand shall not, under any circumstances, be used for this purpose” [2].
So a driveway that sank in exactly one patch, while the rest stayed flat, is telling you something quite precise about how it was built.

Why Cape Town driveways are especially prone to it
Two local factors compound the problem.
The sand itself. A 2022 paper in the Journal of the South African Institution of Civil Engineering classifies Cape Flats sands as poorly graded — uniform, fine-to-medium, wind-blown quartz sand, group symbol SP, with maximum dry densities rarely exceeding 1 900 kg/m³ and peak friction angles between about 30° and 40° [3]. Uniform, rounded grains interlock poorly and are harder to compact well. The paper also notes these soils are highly variable across the area — which is why two driveways in neighbouring streets can behave completely differently.
Interestingly, the CMA specifically names “certain relatively fine Cape Flats sands” as acceptable bedding sand [2]. So the local material is not the villain — how well the layers beneath it were prepared and compacted is.
The rain arrives all at once. Cape Town has a winter-rainfall climate, so a driveway takes its water load in a few concentrated months rather than spread across the year. Given that water ingress is the CMA's number-one named cause of pavement failure, a surface that drains poorly gets tested hard and repeatedly in a short window.
Worth knowing where you stand legally: the City of Cape Town's Stormwater Management By-law, 2005 makes the property owner responsible for stormwater systems on their own property — every owner “shall…at own cost, keep such stormwater systems functioning effectively” [4]. Where your driveway sends its water is your problem, not the City's.
The five things that actually cause it
- Water getting into the layerwork — the CMA's leading cause. Poor falls, a blocked channel, or a downpipe discharging straight onto the paving.
- Bedding sand used as a leveller — the shortcut above. Settles under load, every time.
- No edge restraint, or a broken one — the CMA is unequivocal: “All cbp must have an edge restraint” [1]. Without one the field spreads sideways, joints open, and interlock is lost.
- Lost jointing sand — joints are structural, not cosmetic. They transfer load between pavers. Empty joints mean each paver works alone.
- Inadequate fall — the CMA calls for a minimum fall of 2% in any direction, and for paving to sit 5–10mm proud of stormwater channels and gullies rather than level with them [1].
Relay or rebuild? How to tell before you get quoted
A lift-and-relay reuses your existing pavers: they are lifted, the bedding layer is corrected, the pavers go back down, and the joints are refilled and compacted. A rebuild means the layers underneath are wrong and have to be redone. The difference in cost is large, and it is not something you can judge from the surface. It is worth knowing how long a properly built Cape Town driveway should last before you accept that yours was simply due.
Any contractor worth appointing will open a small inspection hole at the worst point and show you what is under there. That is the only way to answer the question honestly. If someone quotes a relay from the pavement without digging, they are guessing.
Two useful checks you can do yourself. First, the CMA's published tolerance for finished paving allows a maximum difference in surface level between adjacent pavers of just 3mm [2] — run a coin or a straight edge across a suspect area and you will quickly see whether you are dealing with normal variation or genuine displacement. Second, walk the perimeter: if the edge course has moved and the joints near it have opened, you are looking at an edge-restraint failure, and relaying without fixing that restraint will simply repeat itself.
What drives the cost — and why we won’t publish a per-square-metre figure
You will find South African websites quoting confident rates for relaying. We are not going to add another one, because there is no authoritative South African source for relay pricing — no trade body, standard or government source publishes it. Every figure you will find online comes from a contractor or a quote-referral site, and when we checked the published range for ordinary new paving across South African sites it ran from R250 to R3 300 per square metre for the same job. A thirteen-fold spread is not a price guide; it is noise.
What we can tell you is the structure of the cost, which is more useful anyway.
A relay is cheaper than a new installation, not more expensive. Your pavers already exist and get reused, so the single largest material line simply drops out. UK trade guidance describing the same job says relaying “typically costs less than a full replacement”. If anyone tells you relaying costs more than starting fresh, ask them to explain why.
What moves the number on your specific site:
- How much of the base has to be redone. Correcting the bedding layer is one job; excavating and rebuilding the layers beneath it is another entirely.
- Breakage rate on lifting. Clay and concrete pavers usually survive; thin or already-cracked units may not. Expect a percentage to need replacing, and expect matching old stock to be the hard part.
- Edge restraints. If the perimeter has failed, that concrete work is part of the job, not an optional extra.
- Drainage. If water caused it, relaying without addressing the water buys you time, not a fix.
- Access. Whether a machine can reach the area or everything moves by barrow.

Joint sand: the cheap fix people skip
If your paving is flat but the joints are empty, you may not need a relay at all. Joints do structural work — they transfer load from one paver to the next, which is what “interlock” means. Once they empty out, each paver starts carrying load alone and the deterioration accelerates.
The CMA recommends topping up joints roughly three months after construction, and suggests mixing a little cement into the jointing sand immediately around downpipes and stormwater outlets, where concentrated water washes it out fastest [1]. Note that this is specifically for those localised spots — the CMA is clear that cement should not be added to bedding or jointing sand generally, as it causes cracking and lets water in.
Polymeric jointing sand, which hardens after wetting, is the usual upgrade and is available in South Africa: Cretesol's FirmJoint self-hardening polymeric paving sand sells at R253 including VAT for a 20kg bag at the time of writing, in beige, black and salt-and-pepper. The German-made ROMEX NP jointing sand is distributed here through the same supplier and is specified for joints under 5mm wide with a joint depth of at least 30mm. Coverage varies enough with joint width and depth that suppliers won't publish a figure — Cretesol's own guidance is that actual coverage “can only be determined by site trial”, so buy one bag, do a section, and measure before ordering the rest.

Common Questions
Can sunken paving be fixed without replacing the pavers?
Usually yes. If the pavers themselves are sound, a lift-and-relay reuses them — they are lifted, the bedding layer is corrected to a proper compacted thickness, and the same pavers go back down. Expect some breakage on lifting, so a percentage will need replacing from matching stock.
Does relaying cost more than laying a new driveway?
No — the opposite. Your existing pavers are reused, so the biggest material cost drops out of the job. UK trade guidance for the same work states relaying typically costs less than a full replacement. The variable is how much of the base has to be rebuilt underneath.
Why did only one section of my driveway sink?
Localised settlement usually points to a void or a soft spot in the layers below that was levelled out with bedding sand at installation instead of being properly filled and compacted. The CMA states plainly that bedding sand must never be used to fill voids in the subbase, because it settles afterwards.
How do I know if it is the base or just the joints?
If the surface is still flat and true but the joints are empty and weedy, it is a jointing problem and topping up may be enough. If the surface itself has dropped, rocks underfoot, or has visible ruts, something structural has moved. The only definitive answer comes from opening a small inspection hole at the worst point.
Will pressure-washing my paving cause damage?
It can. Pressure-washing is one of the recognised ways jointing sand gets removed, and joint sand is what gives a block pavement its interlock and stiffness. If you do wash the paving, plan to re-sand the joints afterwards rather than leaving them open.
